VirtuaNES uses DDraw, you can used wrapper(like DXGL and dgVoodoo2) first, then load reshade.

Could you make it full compatible with rfactor?
I copied the preset that I made for another game and apparently they work in rfactor, but the problem is that you can not modify or correct any value, since the menu appears but when you click you always click on the game and not in reshade, it's like If it were only visible but you can't touch it.
This is a lite version (LEGAL COPY) that you can use to test.

Disable MSAA in graphics driver config or via registry. In order for ReShade to load, download Special k plugin (I use v0.866, extract) rename dinput8.dll, place in game directory.. Place Reshade plugin d3d9.dll in C:\Users\<username>\Documents\My Mods\SpecialK, rename Reshade32.dll. Special K gui should launch ingame,
I third party tab select Reshade load early.
