ReShade Setup won't run - Windows 8.1

The only other posts I've seen are for windows 10.

I'm trying to run the exe, but it won't do anything at all, no windows pop up. I've tried running as admin as well, nothing.
All I need is the d3d9.dll, as I accidentally deleted it from the game I'm trying to run it in (gw2) :(

I'm kinda having the same issue. It said select game window. But when I click the button nothing happens. Do you even get the "select game" window?
