Set-up menu can't launch with Shift + F12

No one i know seems to face this problem so idk what's wrong. This is for PUBG. I installed just as all the guide said. I see the banner when the game starts, but once I'm in the lobby, pressing shift +F12 does not bring up any menu.

I checked the dxgi.txt and found this part noting reshade stopped working right after it starts, but i cant make sense of the details. pls help
