Reshade Not Working on Ground Control II

Hey all, sorry to be a pain in the ass!

I'm trying to get Reshade 4.2.1 working with Ground Control II, a Direct X 9 strategy game from 2004.

I've followed all the installation instructions (multiple times), removed read only from everything in the folder, and tried moving the reshade32.dll file and renaming it to dxgi.dll, all to no avail.

I tried installing reshade 4.2.1 on Halo: Custom Edition just to make sure it works on something, and it works fine on that!

Can anybody help me trouble shoot Ground Control II? Or is it just not compatible with Reshade?
