UPDATE: I tried installing ReShade DX9 instead of DX11 and now the Sims 4 works with ReShade. This is really weird because before I upgraded windows to 1903 ReShade was working just fine with DX11. It's really hard to know if this game uses DX9 or DX11 because RivaTuner overlay doesn't work in this game, and there's hardly any information if you do a google search either.
I updated last night to the latest 1903 update for Windows 10 and now ReShade is no longer working for The Sims 4. I've also done a google search and people are reporting ReShade also breaking in Metro Exodus, GTA V, as well as many other games. This is a serious issue that needs to be addressed because this big windows update is going to be rolled out to nearly everyone by the end of this month.
