Is there a shader that makes games look 32-bit or 16-bit?

I've been looking for a shader that makes games look like 16/32-bit but I haven't found any. I found Daodan's posterize effect but that was too brightening and too bluish. There's a post-processing effect section in Dolphin 5.0 emulator that has some reshade like effects and the 32-bit effect from there looks like this:
