Is there a true cel shader out there (like in "Breath of the wild" and "Transformers: Devastation" and not just some outline shader)? I'm not sure if it is possible (although it probably is) but could someone make one?

It's not possible, since Reshade doesn't work on objects, but on the final image. One can try to replicate the BOTW effect, but it will always be shifting when moving the camera.
