Can't install reshade with full addon support

When I try to install reshade with full addon support I get the error:
"Windows cannot access the specified device,path, or file. You may not have the appropriate permissions to access the item. 

I have tried changing where the installer is, I have tried running it in admin mode, I am not sure what to do. 

So I tried everything from disabling all the windows defender fluff and changing permissions and everything and windows still wont let me install it, I dont know what the issue is and I've pretty much given up until someone can find a solution

Hey! Go back into Windows Security and check the options for "App & Browser Control" (assuming you have Windows 11). This is an entirely separate option (i.e. Smart App Control) from Windows Defender, but still cockblocks you from launching programs you just downloaded onto your PC. That's what was causing my problem from installing Reshade into my game.
