cant open reshade

latest version from site on windows 8.1 i get an error with address at location and crashes and on windows 10 no error but dosent open.

Can anyone help me? i reinstalled net framework 4.7.2 and latest directx and still same problem.

le: can be closed, i reinstalled windows, everything is fine.
