ReShade menu cannot be opened in Sims 4

ReShade 4.9.1 in Sims 4 on Windows 10; The HOME button will not open the menu, nor will it open with literally any other means I've searched. It will not open with any F2 combo. I tried adding the input and keymenu lines to the .ini, this does not work. I have disabled origin and any other game overlay. It does not work. I do not use the Legacy version and did not install ReShade there. I have scoured forum post after forum post, no one has any working answers.
So the ReShade bar does show and is working upon game start, but I cannot access the menu in order to activate my preset. Since this version of ReShade appears to be dysfunctional with this game, is there a way to force it to activate a preset outside of the game until it is fixed? I set the preset in the ReShade settings upon install but I don't see the effect ingame.

ReShade is known to work perfectly with Sims 4. Input not working generally indicates a problem outside ReShade. If for example you have Citrix installed, it will prevent input from working in ReShade.
