How to solve: Go to "C:\ProgramData" and delete "ReShade" folder.
I could not uninstall the program. I installed it for the Cyberpunk game, but later I saw it works in other games as well. It looked like the links I mentioned below. The interface was constantly being opened. I found it resolved when I went to this location and deleted "C:\ProgramData" and then the "ReShade" folder. I used Google Translate because my English is bad. I'm sorry about that, but I hope there will be a solution for those who have problems like me.
