How to open menu in VR without steam VR?

I play DCS using VR with OpenXR. Steam VR is not needed and not wanted as it reduces performance. Currently, if I want to use reshade, I must run the game using steam VR in ordered to be able to open the menu and make changes. I can then revert everything back to running without steam VR and play with all my changes active. Its aggravating to switch back and forth everytime I want to make an adjustment. Is there any other way to open the VR menu without steam VR?

There is not, since the GUI is rendered through a SteamVR overlay, so need SteamVR for it to function.
