Hey guys, tried a bunch of different things and I can't seem to get the game to load with ReShade 0.19.2 Public Beta, I've tried all the versions available on here with the same results.

Any help you could offer me will be greatly appreciated. :)

I just tried it with 19.2 and it loads fine.

Your log shows 19.0. Make sure you don't have any other old Reshade DLLs lying around, and rename the 32-bit 19.2 one to dxgi.dll (if not already).
