Reshade doesnt open and the Reshade.ini is nearly empty

i have tried nearly everything. The reshade menu will not open and when i look in the reshade.ini file it doesnt have a header named overlay and the key that i have put into keyoverlay doesnt work. It seems that the file isnt complete, because everyone on youtube has more in it, and it had more in it before. I havent deleted anything. I have tried installing countless times and manually installing and injecting. The game is Star Stable Online.
