Reshade reduces gpu usage by 10% when turning ON?

I'm using Reshade for oblivion remastered, and understandbly when I turn toggle it on the game loses some fps, in my case around 8-10fps. The thing that is confusing me though, is that my gpu usage DECREASES when toggling it on, and goes from 99% to 80%. This is confusing to me, why is it utilizing less of my GPU?

I just recently had this problem with Stellar Blade and what's called the Clean ReShade, I found out it was the SMAA part of the ReShade effect that causes this to happen, I deleted/unchecked that aspect of the ReShade profile, saved, rebooted the game, and the problems now gone.
