No Effects Loaded To Select in V5.0 onward

Up until the 5.0 releases I could select and load all effcts awhen I installed Rechade into a game, and they would all be there when I used Home key in game.  Now here are no effects at all.  What changed?  How do I get the eefects to be appear and be selectable?
