Rain

I recently tried to mix different shaders to make it look like it's raining, with ReflectiveBumpmapping/quint_ssr, AdaptiveFog, Film Grain, and bloom.

Forgive my pretentiousness, as this is way out of my expertise.

Is it possible to have rain particles or long grain which looks like it, using the depth buffer in the same manner as AdaptiveFog.
And have splash particles on the ground using normal map (doesn't have to be consistent with the rain particles).
And maybe have the ability to adjust the amount/intensity at different.

I'm really only looking for the rain particles, as fog and reflection effects already exists.
Maybe this already exists and I don't know how to Google.
