Please check the screenshot. I know how layer.fx works, but I've had this issue for some gaming. You'll see the outer layer is a crisp 4K image but the inner layer adopts the same reshade parameters as the game itself. Usually I don't have this but here I do and I can't figure out why that inner layer is also showing up.
