Is there a way sir to apply effects on effects before they were blended to the final image?
for example:
>I used Pirate GI on a sample scene.
>the resulting scene has noise due to the depth shader.
what i need:
>Pirate GI
>Blur Pirate GI (or anything to reduce the noise)
>blend GI to the scene

Thats one application, but surely there are more, for example UI mask + gaussian blur makes the hud glow only.

No. You need to edit the shader itself to do that.

the illumination part may be rendering at a lower screen resolution as well for performance reasons could cause it or many other things i find that shader is far worse looking/performing then just using mxao that comes with the default shaders

I use mxao too and sometimes there are regions that should have GI but does not, the pirateGI has that, i want to try it with blur to see if that helps but it seems there is no way
