Several games have this issue, including The Last of Us Part II and Ninja Gaiden 4. Red stripes appear whether HDR is on or off.
When HDR is off, the entire screen becomes red. When HDR is on, only part of the screen turns red.
Because of this, ReShade filters can’t be used normally, even though all plugins are installed.
