I get this on the login screen:

Compiling effect … Failed!
D:\Games\Zenimax Online\The Elder Scrolls Online\game\client\SweetFX/SweetFX_settings.txt(4, 1): error X3000: syntax error: unexpected '$'

Sounds like the SweetFX_settings.txt file was encoded in unicode, but ReShade only understands ANSI files. Open the file with some tool like Notepad++, convert it to an ANSI file again and it should work =).

Downloaded Notepad++. When I convert it to ANSI and save it goes back to UTF-8. Please help. Is there a setting on my computer causing to?

Could you post the for 10 lines or so of your SweetFX settings file? It is corrupted apparently. Try another preset, or better even the default settings to verify.

That is invalid shader code. The whole block is invalid, so the error totally makes sense. Delete everything until the first comment block (starts with "//") and you are good to do.
