Not working Garrys mod. Installed correctly

I copied the files to the \bin folder. thats what evryone says to do. still no message at startup. what the hell is going on here?? .dll file is renamed d3d9.dll... Theres like two answers on google, both are lazy as hell and telll me to do what i already did
