Update: I'm not sure what I did different, but I was able to manually install. I changed both the cfg in reshade folder and the game folder
When I add an .exe file and then click update the name appears in the bottom right, but not the upper right like I saw in a Youtube video. I also tried manually installing. When I start up the game I do get a message saying that reshade has been installed, but I don't see any effects. I tried changing the 0 to 1 for a lot of settings in the cfg file, but everything looks the same in-game.
