Alright I'm waiting for a download so let's do this step-by-step:
1) This is the "Troubleshooting" category related to the shaders, not the application itself. It's here now so I guess it'll work but take note for the future.
2) I would go on about how you should check your task manager for any fallout-related applications or services running but that'd be boring and long-winded. Restart your pc and try deleting the file before you do anything else.
3) What "Fallout" are you talking about, because I doubt it's the one from '97. While I haven't seen much beyond the first one, I'd imagine Fallout 4 is the only one to use dxgi. The rest probably use d3d9, in which case you should use that instead to avoid crashies.
4) Try to consider other things that may cause the game to crash with ReShade, such as the presence of other overlay programs like MSI Afterburner, GeForce Experience, or Steam. Assuming you're using the latest ReShade, you can find older versions on some thread in here to try those, too.
Well, my tertiary download finished, so I'll go set that up while I wait for the last 30 gigs of my primary to finish.
