The game starts up fine the first time running it with ReShade but won't start again unless dxgi.txt is deleted. Here is what dxgi.txt says when trying to start the game for the second time.

I am tempted to install this and test. I have it on steam.

Does it work with previous versions of Reshade? I am guessing it does since you specify 0.16.

Also, you could rename dxgi.log to dxgi.tracelog and run the game again. This logs more info for Crosire. :)

Yes, it was working with a previous version, I'll have to go back and see which one I was using before. Ah, thats how you do a tracelog, I'll do that when I go back and check which version of ReShade it was working with.

I just installed Bioshock Infinite, Installed 0.16.0 ReShade via the setup .exe and it's working.
the setup installed d3d9.dll.
I honestly have no clue how to launch dx11. I thought it used to have two .exes, one dx9 and dx11 but I guess it's one now?
Either way I have almost everything on ultra so I think it would be using Dx11. It looks like Dx11 anyways.

Anyways try putting d3d9.dll in there and see if it works for you.

Yup, that worked for me too. Thanks! And yeah, it runs in DX11 even with the d3d9.dll.
