So when installing reshade into a new game at first it says that "Select which effect files you want to install; It is recommended to choose as few as possible!" does that mean that If I have the full list of shaders in the folder compared to only 2 or 3 then I will get worse in-game performance ?

No it just means that it takes a little longer to compile them all or scan them for UI settings.

This warning was more relevant in Reshade 3.x where compiling was slow.
Now with 4.x much faster compiler you don't have to wait up to half a minute any longer if you have all the effects - it's super quick now.
