after i installed reshade and opened the game it looks like this

can't see anything , just like everything is covered with blur lol

DX9 or DX10, DX10 does not work, at least in Win8.1

Nah, can work just fine. Looks to me like you forgot to disable driver-side antialiasing...

Looks working perfectly fine now. Enable some drastic effect like ASCII to visualize.
