The Long Dark Choppy Cutscenes and loading screens was created by Juguard
I used the latest ReShade 4.9.1 but while the gameplay seems fine, the cutscenes and loading screens are very choppy, even though my FPS meter shows 60 fps while they play. I'm not sure if this happens to other Unity Engine games, I'll have to find one in my collection and try it.
I also tried really old version ReShade 2.0.3 and same thing happens.
Let me know if anyone encountered something similar or if there is a workaround.

I can confirm this happens. Mouse input is not blocked either.

Can confirm same issue with TLD.
Also, it happens even if no shaders are loaded, just having Reshade hooked makes all cut-scenes (including intro cinematic, so it's easy to test) stutter at 2 fps.

Same problem in Phoenix Point, others have suggested it might have something to do with the Unity engine and in fact I have seen it in other games like Solasta. But, it turns out, a fix pointed out in
PCGamingWiki addressed it. Adding the following to ReShade.ini fixes all stutters in PP (using ReShade v4.9.1), haven't tested it with TLD but worth trying.
DepthCopyBeforeClears=1
RESHADE_DEPTH_INPUT_IS_REVERSED=1
RESHADE_DEPTH_INPUT_IS_UPSIDE_DOWN=1
