Cities Skylines Will Not Work

I downloaded this: sfx.thelazy.net/games/preset/3208/
I have no idea where to put it

I ran the auto installer that came with ReShade_0.16.0_Public_Beta_with_SweetFX_2.0_Beta_8.

I start Cities and it tells me that the reshade is working etc.

The game loads to menu, I click continue game and just get a black screen. I left it alone for about 10 minutes or so I left it to load but all that did load was the music.

So why is this happening and if I can get it to work can someone tell me where the preset goes?

0.16.0 is way too old, no wonder it's not working. Please update to the latest version from this website (0.18.7).
