FIXED!!!! - ReShade Tutorial never starts!

Please see the picture link below.
I tried a whole bunch of things different reshade versions, making folder access to full control, Running game in admin mode, changing screen to window, borderless, full screen.

Nothing works - I have gtx 1080ti and windows 10 & Ryzen 3900X.
Can you please please help?

Solution here - basically it is due to fucking Citrix's broken C++ Redistributable files/installation
