Reshade is active on all DX9 games

My friend has an issue since he used Reshade in one game that now it's active in every game with DX9 that he has now when he's never installed it on them. It's usually ignorable but for some games having AO in the fog in World at War or Starcraft 2 is super obvious and jarring. As far as i know Reshade should only work on the game it's installed on and has a menu to edit but that's not the case here.

Wondering if anyone has experience with this issue and may have a possible fix.
Note that totally uninstalling Reshade doesnt remove this issue.

Means they are running DXVK and have previously installed an old version of ReShade globally for Vulkan. In the setup tool from that old version, uncheck the checkbox for global Vulkan install. Or alternatively install the latest ReShade version to any game with Vulkan selected (which will get rid of the old entries too).

He's never even heard of that. I only learned about it recently myself.
DXVK is another thing he'd need to install in a by game basis too so he would for sure know if he installed it on games. Including new ones.

Nono, if it's an Intel GPU, the driver uses it internally without you knowing.

He's using a RTX 2080 Ti (Maybe i should've started with that)
I did give him a few ideas i found from looking things up yesterday and waiting to hear back about that.
Updating Reshade, deleting Reshade's temp files, scanning the dlls with the command prompt, all to check if something's fucky there.
And lastly checking that he doesnt have any of the AO settings forced on globally in the nvidia control panel incase it's not reshade and is instead nvidia doing it.
I've not heard back yet though. Timezones and such.
