Where are my settings located

Hey, so basically I am going crazy
I'm using ReShade with the NVE plugin on FiveM and I messed up the settings, I tried to uninstall everything (FiveM, Reshade, GTA 5, even regedit files for all of those,several times) and those settings are still there no matter what, they just don't want to reset
I really don't understand how is that even possible, those settings must be saved somewhere in my computer ? How is that even possible that after wiping every single file about this game on my PC they are still there ?
