Game not loading [tried all the troubleshooting nothing works] Help!

I get this error in log:

I tried everything, reinstalled different versions of reshade, old and newest. Directx is reinstalled and working , all .net are instlled all version of visual c++ installed. Made Scanfc to veorify registry files, everything is working fine. All startup applications and programs have been disabled, Nvidia geforce experience is disable, all steam, discord etc have been shut down, all overlays are disabled. Run as administration has been selected for both installetion of reshade and the game .exe

I have tried also to rename dxgi.dll to d3d11.dll and I still game the same message (instead in the log I get | Initializing crosire's ReShade version '5.3.0.1556' (64-bit) loaded from "\Games\eFootball PES 2021\d3d11.dll" into "\Games\eFootball PES 2021\PES2021.exe" ...  the rest is identical.

The game will still not load, I am trying this for PES 2021, but the same error happens for ALL the games, I cannot get reshade to work at all! The same error everytime. 

Please someone help, I do not know what to try anymore.
