I am not talking about frames, its about making images soft or blur in background, its something related to DOF or any blur effects i dont know.

OMG Those love the highly cinematic color-grading. Gotta say though, the Division 1 shots are taking the cake. The neon lights and string of lights are MMMMMMMM.
