ScaleFX is really the best one, hands down. Unfortunately nobody has ever been able to port it to Reshade.
Especially scalefx+rAA is one of the best 2D shaders ever made. And I'm saying this as someone who usually hates the filtered look. But this shader somehow is able to keep the detail intact while smoothing out all the edges, sometimes even making it look like theres's additional detail. Also works really well if you combine it with a good CRT shader. It gives it the retro look that you remember, while still looking more smooth than the original, without any significant loss of detail.
The best 2D upscaling shader for Reshade at the moment is this one by guest-r:

For my purposes, the original version from the MEGA link produces better results, but your results may vary. It's definitely an improvement over xBRZ but still nowhere near as good as ScaleFX.
